Sixty-five feet is the maximum height allowed within that distance by the State Shoreline Management Act, which is why the rezone only asks the city to change and allow 65 feet (plus 16 for an equipment shed on top) for everything outside that line, rather than the 90 feet (plus 16 feet) it asks for everywhere else.
